Ziele und Inhalt:

Aims: Develop a critical understanding of how migration policy and border control have reconfigured the political geographies of North Africa since the Arab Uprisings of 2010/2011. Gaining insights into the role that EU-North African migration cooperation plays in specific (authoritarian) political projects. Engaging with relevant concepts and theories emerging from the interrelated fields of Political Geography, Migration Studies and Border Studies.
Subject: When the Tunisian street vendor Mohamed Bouazizi set himself on fire in December 2010 to protest the confiscation of his goods and harassment by Tunisian police forces, he ignited revolutionary uprisings across North Africa and beyond. Bouazizi died on the 4th of January 2011. Ten days later, Tunisia’s authoritarian ruler Ben Ali was toppled and chased out of the country after 23 years in power. The anti-authoritarian and pro-democracy protests during the ‘Arab Spring’ were welcomed by member states of the European Union. However, when the turmoil of the uprisings and ensuing conflicts prompted new maritime escape routes across the Mediterranean Sea, ushering in a decade of unprecedented sea migrations to Europe, EU member states sought to ‘stabilise’ the region and stem migration flows.

This seminar explores how a decade of revolutionary protests, authoritarian backlashes, and migration (control) has changed the political contours and geographies of the Northern African region. Focussing on Tunisia, Libya, Morocco and/or Egypt, we will critically scrutinise the role that migration and border control have played in the evolving relationships between these countries and Europe. Through deals, treaties and agreements, development aid, or funding for ‘migration and border management’, the EU and its member states have sought to restrict boat migration across the Mediterranean Sea, even if at risk of perpetuating authoritarian regimes in the region.
In this seminar, we will consider how migration and border control have reconfigured the political geographies of the northern African region. We assess how EU borders have become ‘externalised’ or ‘extra-territorialised’ and how political forces in North Africa have used (and abused) the issue of migration for political leverage and authoritarian projects. The seminar will also explore the tensions and ruptures in EU-North African migration cooperation, not least as northern African countries are more than simple ‘border guards’ of Europe and pursue their own political interests and agendas. Moreover, we will also examine how, despite a decade of intensified EU border militarisation, migration movements in and beyond the northern African region continue, thereby turning the Mediterranean region into a deeply contentious political space.
